Within the Fair Game project, we launched a desk-based research, together with the project partners, Excluded and vulnerable youths: Analyzing challenges, existing solutions, and recommendations.

This report brings together insights gathered through extensive desk-based research conducted as part of the Fair Game project across six diverse countries: Italy, Lebanon, Morocco, Palestine, Portugal, and Romania. The main goal was to explore the complex challenges that excluded and vulnerable youth face in these unique national contexts.

The research involved a thorough examination of existing interventions aimed at addressing these challenges. By evaluating their effectiveness, the study aims to establish a foundation for developing targeted training programs and recommending policies. The ultimate objective is to empower and integrate excluded youth by shedding light on their critical societal issues and identifying sustainable support measures.

Throughout this process, the focus was on understanding how different factors—such as education, employment, healthcare, and social inclusion—impact the lives of excluded youth in each country. By analyzing these factors, the research seeks to provide actionable insights that can inform efforts to improve their overall well-being and opportunities for societal participation.

The findings from this study highlight the complexities and disparities that exist within and across these countries, underscoring the need for tailored approaches that take into account each country’s unique socio-economic and cultural dynamics. This report aims to contribute to ongoing discussions and initiatives aimed at creating more inclusive societies where all youth, regardless of their background or circumstances, can thrive and contribute meaningfully.

Summary

In Italy, Lebanon, Morocco, Palestine, Portugal, and Romania, young people facing exclusion or

vulnerability encounter significant challenges that impede their integration into society across education, employment, and social domains. Education poses a major hurdle, particularly in rural areas where inadequate schools, insufficient resources, and a lack of qualified teachers hinder academic success. This educational disparity limits future job prospects for these youth. 

Finding employment is also daunting, especially in rural regions where job opportunities are scarce and mismatched with the skills young people possess. Access to essential healthcare services presents another challenge, particularly in remote areas where services are limited, affecting overall well-being and life outcomes.

Socially, excluded and vulnerable youth often face discrimination based on gender, ethnicity, or socioeconomic status, exacerbating their difficulties in accessing education, employment, and support services. Government policies aimed at assisting youth can be ineffective due to unequal resource allocation or bureaucratic complexities, hampering their intended impact. 

Despite promising initiatives, the implementation of these ideas often falls short, leaving many young people without the necessary support to thrive. Addressing these challenges requires decisive government action to ensure equitable access to quality education, skill-building opportunities, healthcare services, and fair treatment for all youth, regardless of their background.
